25th Education And Sports Sector Review Under The Theme: “Striving For Excellence In Education And Sports Service Delivery”

We assessed the performance of the sector from 1st July 2017 to 30th June, 2018. The Teacher Incentive Framework was finalized (and launched recently) as well as the Education and Sports Sector Refugee Response Plan for the period 2018-2021, which I was pleased to launch last Friday, ”said Janet Museveni.

The Ministry has also developed a number of frameworks including the Sexuality Education Framework (2017) which aims at guiding and regulating the delivery of appropriate sexuality education at all levels of education.

Under the Pre-primary and Primary education sub-sector, 631,282 candidates sat Primary Leaving Examinations (PLE) including 927 learners with special learning needs at a cost of UGX. 9.85bn. The pass rates at PLE improved from 86.9% in Financial year 2016/17 to 91%.

I believe we all now appreciate this review because indeed it provides us an opportunity to see and discuss the performance of our sector; and, most importantly, to visualize the achievements made so far, and then together identify challenges,’’Janet said.

I give special recognition to the Head of DFID, the outgoing Chair of the Education Development Partners (EDP) Group, for her guidance and stewardship of the EDP Group and commitment to the Education Sector in Uganda. I also take this opportunity to welcome the Mission Director USAID, who is the incoming Chair of EDPs starting January 2019.

To my colleagues, the Hon. Ministers of State under the Ministry of Education and Sports, I will continue to count on the zeal and commitment you have already exhibited in providing the desired leadership that is needed to turn around the performance of our sector. I thank you for what has been achieved this far.
