Absenteeism In Parliament; Kabanda Suggests MPs To Be Paid According To Their Attendance

The Speaker of Parliament, Anita Among, recently warned legislators over absenteeism at plenary and committee sittings.

Following this, Kasambya County MP, David Kabanda suggested that legislators’ pay should correspond to their attendance. The National Resistance Movement (NRM) party MP Kabanda thinks that the move will curb this issue of absenteeism.

“Once our salary is determined by attendance, the House will always be full,” he said.

Among revealed early this week that she studied the attendance records and house business from July 2022. Her findings apparently showed a high absenteeism of Members of Parliament.

“The money they pay us is from the taxes of the people. But when you are not in the constituency or in the House, are you representing your people? We are forced to give you warning letters,” Among said.

She then tasked all chairpersons present to submit attendance lists to her office to tally with lists of regular MPs who attend sittings. She revealed that these will be used to evaluate attendance at committee meetings.

“We are going to take action! We are sorry about it but we have nothing to do about it. We’re helping you as representatives of the people because tomorrow you will need to come back to this House. What will you tell the people?” Among asked.

She also urged MPs to clock in and out using the biometric systems whenever they attend plenary sittings, to account for their attendance.

Sserwanja asks the whereabouts of Mps

Meanwhile, the former NBS Journalist, Solomon Sserwanja has questioned the whereabouts of legislators if they are not in Parliament or their constituencies.
