Museveni Appoints Col. Charles Oluka To Replace Bagyenda As ISO Boss

President Museveni has appointed Lt. Col. Charles Oluka as the new Internal Security organization(ISO) Director-General to replace Col. Kaka Bagyenda, Newslex Point has learnt. According to the changes that take immediate effect, Taban Amin has been made the new Deputy Director-General of ISO.

On Wednesday, media reports had indicated that former aide to former Prime Minister, Capt.Emmy Katabazi had been made the new deputy at ISO. Katabazi is still the director in charge of media. They promoted him to the rank of major. A source conversant with the process revealed.

According to reliable sources at New Vision, Security Minister, Gen. Elly Tumwine confirmed the development without giving further details.

Gen. Tumwine told the New Vision on Wednesday evening that there are changes but they will be communicated at the right time.

Col. Kaka replaced Brig. Ronnie Barya as the spy agency chief in January 2017 but his departure comes in the wake of an alleged rift between ISO and the Chieftaincy of Military Intelligence(CMI).

Where could Col. Kaka’s troubles have stemmed from

Well, a few months ago, CMI operatives raided some ISO safe houses and made arrests of suspects who were in detention. The suspects were apparently involved in the killing of former AIGP Felix Kaweesi in 2017.

ISO under Col Kaka also has several allegations of torturing suspects in various safe houses from different people. This prompted Members of Parliament to raid a number of them for evidence.

Parliamet summoned Col. Kaka to appear before the parliament’s human rights committee. The house wanted him to explain why he was operating several safe houses in the country.  Several people reported torture cases in these safe houses. Col. Bagyenda however, never appeared.

Col.Kaka also recently replaced eight senior directors at Internal Security Organisation, something that seemingly didn’t go well with the president.
