Uganda Police Backs Officers Who Brutally Handle Suspects

The top leadership in Uganda Police has defended the brutal actions of its officers. The officers were caught on camera squeezing and torturing suspects during the time of arrest.

Patrick Onyango, the Kampala Metropolitan Police Spokesperson said the suspects are provocative and resistant. He said this usually pushes the officers to occasionally use force during arrests.

“You see, our officers are very professional. They respond based on the situation at hand. If the suspect is brutal and hesitant then force is necessary. We cannot step in to punish our officers. We lack manpower in the force. So once we start apprehending our officers, who will stay in our forces?” he asks.

On Monday, a known officer attached to Katwe Police Station squeezed the genitals of one of the youths demonstrating. The victims were protesting against the extended detention of NUP MPs Allan Ssewanyana and Muhammad Ssegirinya.

The protesters who chained themselves to an electricity pole were pulled off with unnecessary force. A number of officers present inhumanely handled the suspects causing public shock.

Similarly last week, police officers from Old Kampala police station were seen squeezing the manhood of one of the DP supporters. He had been arrested at the party headquarters in Baluntuma, Mengo in Rubaga division.

Last year, as police brutality took center stage, the Inspector General of Police Martin Okoth Ochola pledged to take back the officers for a short training in human rights.

The police even published a journal containing the professional code of conduct. However, it seems the officers who received copies never absorbed what was authored in this journal.
