Alcohol Control Bill Tabled Before Parliament

The Alcohol Control Bill, 2023, is a private member’s bill that seeks to regulate the manufacture, sale, and consumption of alcoholic drinks. It has now been presented to Parliament for consideration.

Additionally, the Bill seeks to stop the sale of alcohol to children. It got tabled during the house sitting on Tuesday, November 14, 2023.

Sarah Opendi, the mover of the Bill said it has been gazetted as the law requires. She also noted that she received leave of the House to introduce the Bill on 08 November 2022.

The first reading of the Bill happened without the required certificate of financial implications. However, this came after it passed the compulsory 60 days required to wait for approval by the Ministey of Finance, Planning and Economic Development.

“The Minister of Finance declined to give a certificate of financial implications to the Bill. Subsequently, we have had to invoke section 76(4) of the Public Finance Management Act, 2015 for the Bill to be read for the first time,” Speaker Anita Among said.

While she chaired, she noted following the required 60-day threshold, the Bill could now be tabled. She referred the Bill to the Committee on Health and that of Tourism, Trade and Industry to scrutinize and send the House a review.

This is one of the steps taken by the Ugandan government to ensure improved health and social-economic conditions for Ugandans.
