Rubirizi HR Officer Pleads Guilty After Seeing Crowd Of Prosecution Witnesses

Rubirizi: The Anti-corruption court has convicted Rubirizi district principal human resource officer Doreen Tusiime. This came after she pleaded guilty to embezzling over Shs 19 million of taxpayers’ money.

Tusiime had preparations to defend herself during a special court session on Tuesday at Rubirizi Magistrate’s court. However, she drastically decided not to fight after seeing many witnesses ready to testify against her.

She caused the financial loss by knowingly paying excessive salaries to primary school teachers and later asking them to refund the money. Apparently, she had put her own sister, Mercy Mpeirwe on Rubirizi district’s payroll as a ghost employee.

Consequently, she received court orders to refund the Shs 19m and got banned from occupying the office for the next 10 years.

Chief magistrate Joan Aciro also asked Tusiime to choose between paying shs2m fine or spending two years in prison.

The Mbarara regional inspector Fredrick Okech, said this will serve as a warning to the public sergeants engaging in corruption. He said one day they will catch them and they will face the consequences of their actions.

Police arrested Tusiime from Rubirizi district alongside her former boss James Luyimba who they picked from Butembo district in 2021.

The court accused him of abuse of office, embezzling funds, and causing financial loss to the government.
