Uganda Needs New Constitution – Ambassador Wasswa Birigwa

FDC bigwig Amb. Wasswa Birigwa has revealed that Uganda needs a new Constitution. Birigwa while appearing on NBS TV’s Frontline program said that the current Constitution is totally dead.

This is because anyone can come and demand for a change in it and it’s effected without a referendum.

Birigwa in his presentation also requested taking a look at the Legislature and Judiciary. These too are meaningless because as far as he’s concerned, they are executive-controlled.

“We need to write a new Constitution because the one we have is dead. Everyone can come in and say we need to change this, and it is changed without having a referendum on the issues brought in.”

“We need to look at the institutions we have in Uganda. The legislature and Parliament we are talking about, as far as I am concerned, are meaningless.”

This Constitution which was written in 1995 had been hailed as one of the best globally. However, over time, a number of clauses have been plucked out due to individual gains.

The spotlight has been specifically on the presidential clauses. Clauses such as those checking term limits, presidential age limit among others have all been removed and amended much to the disappointment of sections of Ugandans.

Wasswa Birigwa also lashed out at the NRM which he said are bankrupt when it comes to ideas. Apparently, the country is stuck and it has been the case for 40 years. Therefore the NRM needs to be done away with from leadership.
