Col Nakalema Orders Police To Stop Development Of Mutungo Land

Col Nakalema Edith, the head of the State House Anti-corruption Unit has warned police not to let anyone evict the people around the Mutungo-Butabika area.

Over 200 families are living in fear of evicting by the Uganda National Roads Authority (UNRA) without any compensation. Apparently, the residents on this land occupied the land illegally.

This saga has gone on for 20 years but Col Nakalema has asked police to protect the people from eviction.

“Police don’t allow any new occupant to come in this place. No one has a right to evict any person from this place at the moment. Please stay calm, the government will resolve this matter.”

Nakalema requested the Ministry of Lands to nullify land titles of the contested piece of land. She says the titles were illegally acquired because it is a wetland that can neither be titled nor sold by a private individual.

She, therefore, instructed the surveyors to work with Kampala Capital City Authority (KCCA). This is to ensure they accurately mark the boundaries between Mutungo and Butabika, one of the issues causing conflict in the area.

Meanwhile, Allen Kagina, the executive director at UNRA, shared that the Constitution guides that land in swamps or wetlands cannot be titled or owned.

She said they are planning to construct a road through this area but they can’t compensate anyone in the midst of conflicts.

“We are planning to construct a road through this area but we cannot compensate anyone before conflicts are resolved because we may compensate the wrong people,” she said.

Read what some leaders said; Ms Naigambi Lydia from Nawandala Trading Centre says, “They solicited money from us through opening bank accounts and depositing Shs80,000. They also asked for land titles and land agreements from us yet we don’t have such things. I was informed that I needed to have a business with a capital of Shs4m yet my capital was very small.” The chairperson Kisoboka Saving Group in Nawandala Ms. Nakagolo Faith said they were not able to join the program. This is given the many conditions attached. She also asked their woman MP to raise their concerns to the relevant offices. The MP condemned the mode of implementation of the program. She cited that it has turned to benefit the well-off class of women other than the intended group. She further asked the government to intervene saying the current strings attached to the programme are very tight to accommodate a common woman. GROW project is a Government of Uganda initiative that arose out of the need to respond to the needs of women entrepreneurs. This is especially those who want to grow their businesses, sustain their self-employment and create more jobs.
