The FUFA Emergency Executive Committee took this decision based on Article 18, section 1, subsection C and D of the FUFA competition rules.
This rule states that in case of any hindrances that render the league incomplete, they will declare the leading team champions. This is especially if they have played 75% of the league games.
Some teams had played 27 games while others had played 26 with only 3-4 games.
The league had to be halted after President Museveni declared a national lockdown of 42 days.
FUFA initially planned to hold talks with the Prime Minister to forge a way on completion of the league.
However, they were advised by different individuals and stakeholders to invoke the 75% rule.
This was the same rule that was used last season as Vipers were declared winners.
The competition at the top was however tight between three teams Express, URA and Vipers with just two points separating the first from the third.
Express however had a stellar season and deserved the title. They took to their social media pages to express their elation on winning their 7th league they had last won in 2012.

URA which was second on the table will represent Uganda in the CAF Confederation Cup.
Kyetume, MYDA and Kitara were all relegated to the FUFA big league for next season.
