The Nakaseke member of parliament, Hon Sarah Najjuma aired this matter of nation importance during plenary last evening. This prompted Musaasizi to say that they will carry out an investigation to find out why salaries are not out yet.
He said much as the ministry released last quarter’s wage component, some civil servants are still complaining of not receiving salaries. He then asked for some more time as they study why people are not receiving payment yet they released the money.
Despite the assurance from the Minister of Finance in mid-December, Najjuma on her side said this promise has not been fulfilled.
She said Matia Kasaija in December promised that the salaries would be released. However, some servants in Nakaseke have not received their share.
Similarly in another development, some accounting officers have been authorizing advances that were not accounted for. Therefore, the parliamentary committee on public accounts recommended that the secretary to the treasury holds them accountable.
The committee cited Kole district local government saying heads of departments there need to be reprimanded. This is because they contravened legal financial provisions.
The committee report observed that a total of Shs349.5 million had not been accounted for. The funds were intended for staff advances and fuel deposits.
The audit could not confirm whether or not these funds were used for their intended purpose. Apparently, the secretary to the treasury failed to ensure strict adherence to the provision of the financial accounting regulations.
