Johnson Byabashaija’s ‘Scandal Free’ Prison Service Commended By President

Commissioner General of Prisons, Dr. Johnson Byabashaija has been hailed by President Museveni. The appreciation is due to Byabashaija superintending upon a “scandal-free” institution but also ensuring its transformation.

“I thank the Commissioner General of Prisons and staff for contributing to the peace of Uganda by building the prison service afresh from the very low level of where it was in 1986,” Museveni said.

The president made these remarks yesterday at Kololo ceremonial grounds as he passed out 2234 prison officers.

The officers included 200 cadet assistant superintendents, 318 cadet principal officers, and 1716 prison warders and wardresses. These had completed their basic prison management training program successfully.

According to the president, the country has four sets of security agencies. These include the police, army, intelligence services and prisons.

He explained that the army’s task is to deal with foreign aggression as the police deals with internal aggression. However, the police collaborate with intelligence services to deal with criminals in the country.

“Prisons in my view have three tasks including reform, skill, and punishment where necessary. Your job is to reform these criminals but also give them skills so that when they get out of prison, they have what they didn’t have. You are also mandated to punish according to the law. You are doing this quite well,” Museveni said.

In his description of Uganda Prisons, he said the sector is scandal-free.

However, the president asked that prisons exploit its engineers to ensure they are in charge of construction, instead of handing projects to private companies.

According to him, if prisons used their own engineers to construct barracks and other projects, they would only need construction money which is cheaper.

Johnson Byabashaija applauded the president for supporting the building of the Uganda Prisons Service. He also hailed the judiciary for ensuring the rise in number of convicts.

He on the other hand asked the Judiciary to speed up hearings and disposal of cases to reduce congestion in prisons, especially by inmates on remand.

I was informed that I needed to have a business with a capital of Shs4m yet my capital was very small.” The chairperson Kisoboka Saving Group in Nawandala Ms. Nakagolo Faith said they were not able to join the program. This is given the many conditions attached. She also asked their woman MP to raise their concerns to the relevant offices. The MP condemned the mode of implementation of the program. She cited that it has turned to benefit the well-off class of women other than the intended group. She further asked the government to intervene saying the current strings attached to the programme are very tight to accommodate a common woman. GROW project is a Government of Uganda initiative that arose out of the need to respond to the needs of women entrepreneurs. This is especially those who want to grow their businesses, sustain their self-employment and create more jobs.
