Kayihura was called by the commission head Justice Catherine Bamugemeire to testify in regard to a piece of property on Alidina Visram Road in Jinja town.
The property that belonged to government until 2014 was managed by the Privatization Unit.
It had Ugandan occupants with 10 shops for over 48 years but was reclaimed by a private company under the names Birus Property Limited.
It is alleged that police was part of the team that evicted occupants and demolished the buildings.
Yesterday IGG Irene Mulyagonja told the commission that with the aid of Uganda Land Commission, a government institution, the property was sold to a private investor fraudulently.
