The Inspector General of Police Gen. Kale Kayihura says what happened at Parliament on Wednesday was planned by himself with the help of other sister security agencies.

Police asked for assistance from the Special Forces Command [SFC], the UPDF’s elite unit mandated to protect the president.

“If you are to blame, personally I am responsible. I asked assistance from other sister security agencies,” Kayihura told journalists Thursday at Kasenyi landing site in Entebbe.

Kayihura said what Ugandans witnessed was the work of a joint team of security officers putting on civilian attire.

“They were police officers and officers from other security agencies assisting,” Kayihura told press.

The police chief who claimed to have got intelligence that opposition was going to cause chaos in the house, said he was not apologetic but instead happy for the good job done by security personnel.

“We had to plan after getting intelligence information that MPs had organised to cause chaos. I am the one who planned all this to restore peace inside and outside parliament,” Kayihura noted.

He thanked the team that brought order and calmness in parliament, calling it a fulfilment of police’s constitutional duty.

“I have nothing to apologise for. We as police, we have to maintain law and order in the whole country and Parliament is not excluded.”

At least 50 soldiers from the UPDF elite unit, Special Forces Command [SFC] on Wednesday raided parliamentary chambers to kick out members of parliament who were suspended from the house.

SFC soldiers whose duty is to protect the president, first lady, vice president and key security installations, deployed soldiers dressed in civilian clothing to reinforce tight security already at the legislative house.

As Speaker of Parliament, Rebecca Kadaga, read out the names of the MPs she suspended for starting a brawl in the house Tuesday, security at parliament was manned by SFC and counter Terrorism officers.

SFC soldiers were earlier caught on video walking in a line into the parliamentary public gallery, disguised in suits and armed with pistols.

When the MPs refused to leave the house, SFC officers broke into the chamber and violently evicted them, beating them and throwing them out like trash cans.

Special Forces Command, the President’s Elite guarding unit, beat up MPs, injured them, caused others to faint and arrested the rest.

Charles Angiro Gutumoi, the MP for Erute North, also collapsed and was rushed to the Parliamentary Clinic for medical attention.

Soroti MP and PAC chairperson Angelina Osege also fainted and she was carried out unconscious, rushed to a waiting ambulance.

Kilak MP Anthony Akol was injured as soldiers whisked MPs out of the house.

Aruu County Odonga Otto, Mubarak Munyagwa, Robert Kyagulanyi and Allan Ssewanyana were ruthlessly hurled out of the house, arrested and whisked away.

Kampala Woman MP Hon. Nabila Ssempala was also treated cruelly while being evicted.

Mityana MP Francis Zaake was repeatedly beaten by security officers, injuring him on the face. He is now at case clinic, according to MP Kato Lubwama.
