Laws Against Child Rights Violators Should Be Enforced – UCRNN

The Uganda Child Rights NGO Network (UCRNN) regrets the increasing reports of physical, sexual, and emotional violence.

This cuts across reports from homes, schools, as well as communities involving children. A video made rounds on social media recently of a mother brutally beating her biological 10-year-old son. Another is of a teacher who defiled a 6-year-old girl.

On Tuesday 17, May 2022, UCRNN launched a status report about violence against children in homes at their offices at Minister’s Village.

The Network revealed that corporal punishment is still a practice in many schools used as a mode of discipline. However, the law banned this form of punishment.

Damon Wamara, the executive director of the network said the death penalty as punishment for defilement has not happened yet. This is according to the Penal Code Act (para, 129(1)).

“Some offenders bribe their way out of prison and continue to traumatize victims within the community. Physical violence includes; excess slapping, beating, punching, and kicking. While sexual violence includes defilement, rape, child pornography, and fondling,” he said.

Uganda is a signatory to the UNCR, and ACRWC, and is a pathfinder country in ending violence against children. The constitution of Uganda 1995, Article 34 provides for the rights of children to be cared for and protected.

UCRNN says that physical and sexual violence have lasting consequences on the lives of the victims. Some of these include death, physical maiming, trauma, among others.

The network is now appealing to the government to strengthen child protection structures at all levels. They also asked the government to ensure the continued enforcement of the law to eliminate all forms of violence against children.

They also say the government and development partners should popularize the National Parenting Guidelines right to the community level.

“We call on everyone to rally behind the Hands4Good Campaign to end physical violence against children,” they said.
