Luzira Prison And Butabika Mental Hospital Should Be Relocated-Says Otafiire

Luzira prison the biggest prison in the pearl of Africa Uganda could be re located from Luzira port bell if otafiire’s recommendation is put into consideration.

The prison is in the Luzira neighborhood in Uganda’s capital Kampala.

According to Wikipedia, The prison was designed with capacity of 1,700 inmates, but often houses close to 8,000 and as of June 2017, the facility housed more than 8,500 inmates.

The Justice and Constitutional Affairs minister Kahinda Otafiire has recommended that luzira prison should be taken to a more spacious place.

Kahinda is not the first person proposing the relocation of luzira prison. The first proposal was made by the Uganda Prisons Service spokesperson Frank Baine in 2013.

Baine revealed that Luzira prison was favourable for exchange with a completely fresh and bigger prison located away from the Uganda’s Capital Kampala.

Otafiire while appearing before the parliamentary committee on Human Rights, he said that the prison is in the middle of the city and surrounded on all fours.  “if resources were available, I would propose that we relocate the prison and upgrade it to more than what it is currently,” he also said.

The minister also proposed the relocation of butabika national referral mental hospital.

Kahinda said: “Butabika is no longer favorable for a mental facility since it’s surrounded by churches and night clubs which produce inconveniencing noise.”

He further revealed that the mental facility was built at a time when Kampala was smaller and it needs to be relocated away from the noisy city.
