An Officer Cadet trainee from the Royal Military Academy Sandhurst and one from Kenya Military Academy along with 52 pilots joined the group.
Speaking at the function, the commander in chief said the leaders must be equal or greater than the number of troops under their command at each level. He also directed the UPDF leadership to always keep abreast with those requirements including deliberately training leaders.
‘’The army is both an intellectual and physical organization. Some years ago, we worked out the career progression of servicemen and provided for who should be where at what time. The army needs intellect but also energy. The army needs young people leading a platoon or company. Other levels like brigades can have officers over 50 who work via radio,’’ he said.
Museveni gave an example of marine frogmen who they trained to detect dangers underwater in the Nile over two decades ago. He said he met them in Mweya and even after all these years they are still doing the same job.
He further said that to ensure there is no stagnation in the ranks, the UPDF personnel should monitor staff progression. However, he cautioned the young officers against living recklessly by indulging in alcohol and prostitution.
Brig. C. M. Byaruhanga, the Commandant Uganda Military Academy said this is the largest number to the commission in the history of UPDF; after the eighth intake in 2002.
