New Mak Staff Tribunal Boss Appointed By University Chancellor

Makerere University Chancellor, Prof Ezra Suruma, has appointed to office the new chairperson to head the University Staff Tribunal. This development comes five months after the institution prematurely halted the reign of the former tribunal boss, Justice Patrick Tabaaro.

Various sources at the top university say Dr. Henry Michael Onoria, a former lecturer at the school of law is the new tribunal boss.

“The university chancellor appointed a new staff tribunal on Friday last week. He has since sent the instrument of appointment to the university management for implementation,” one of the sources said.

On August 31, the term of the new chairperson will kick off and will apparently last for four years. This is in accordance with the Universities and Other Tertiary Institutions Act.

Vice Chancellor, Prof Barnabas Nawangwe, when contacted referred reporters to the University secretary Mr. Yusuf Kiranda who confirmed the appointment.

On April 6, 2023, the position of the staff tribunal Chairperson fell vacant following the suspension of Justice Tabaaro by the University Council and management. He got dismissed on grounds that the body was not fully constituted. This followed the retirement of some of the tribunal members.

Prior to his dismissal, Justice Tabaaro still had about 5 weeks on his contract. Therefore, his dismissal managed to infuriate Prof. Suruma once he caught wind of it.

He wrote a letter in May informing the University Council that it had no power to issue directives to remove a tribunal chairperson.

Mr. Robert Kakuru, the Makerere University Academic Staff Association chairperson welcomed the appointment. He also warned the university administration and council against interfering and in tribunal works.

“I was not aware of the appointment but I thank the Chancellor for that action. I hope that the new chair will do his job independently without any interference,” Kakuru said.

However though, he said they are yet to call a general assembly for the members to elect their representatives to the staff tribunal.
