Rain Interrupts LCV By-Election In Hoima

A heavy downpour has disrupted all voting activities for the LCV by-election in Hoima district. The Hoima District Returning Officer, Merab Kasende, said the voting started as early as 7 o’clock.

He, however, added that this happened in some distant areas but not in Hoima City where it rained heavily.

“We have already dispatched materials in the field and polls have started. About the drizzling, that is another chapter because it can’t stop falling. I haven’t got reports that the rain is so heavy to stop elections but I know in Hoima City it is heavy and I don’t know about the villages,” Kasande said.

The Electoral Commission spokesperson, Paul Bukenya earlier confirmed the deployment of polling materials.

He said all 173 polling stations in had received the materials in time. Over 94,800 registered voters are expected to take part in today’s by-election.

The district chairperson seat has been vacant since the demise of Kadiri Kirungi. Kirungi died in a car crash on March 17 that occurred in Kiboga on the Kampala-Hoima highway.

A total of 5 candidates including FDC’s Patrick Musinguzi, NUP’s Moses Aguuda and NRM’s Uthman Mugisha are vying for the seat.

The other two candidates are Vincent Muhumuza and Lenox Mugume, both under the Independent umbrella.

A 12-day campaign period given to the candidates came to a close on Tuesday in preparation of today’s election.

They also asked for land titles and land agreements from us yet we don’t have such things. I was informed that I needed to have a business with a capital of Shs4m yet my capital was very small.” The chairperson Kisoboka Saving Group in Nawandala Ms. Nakagolo Faith said they were not able to join the program. This is given the many conditions attached. She also asked their woman MP to raise their concerns to the relevant offices. The MP condemned the mode of implementation of the program. She cited that it has turned to benefit the well-off class of women other than the intended group. She further asked the government to intervene saying the current strings attached to the programme are very tight to accommodate a common woman. GROW project is a Government of Uganda initiative that arose out of the need to respond to the needs of women entrepreneurs. This is especially those who want to grow their businesses, sustain their self-employment and create more jobs.
