Uganda To Set Up Mental Health Facility For Soldiers

Uganda plans to establish a facility for soldiers who manifest symptoms of mental health disorders triggered by trauma from war theatres and other stressful incidents,[5] the Chief of Defense forces, Gen. Katumba Wamala, has said.[6]

He was responding to concerns that possible post war trauma and stress could be responsible for actions of Uganda People’s Defense Forces (UPDF) soldiers who have previously gunned down unnamed civilians in domestic brawls and other disputes.[5]

UPDF Sergeant Isaac Obua shot dead eight people in a military police barracks in Makindye, [4]a Kampala suburb, on June 16.[12]

Without giving details on what could have triggered Obua’s action, the UPDF spokesperson,[7] Lt. Col. Paddy Ankunda, said the soldier ran bonkers.[3] Obua was shot dead by his colleagues after killing eight people.

On December 10, 2012, a UPDF lance corporal, Herbert Rwakihembo, [10]gunned down his girlfriend and her two female friends in Luzira, a Kampala suburb.[6]

Pte. Patrick Okot Odoch killed ten people,[9] including five soldiers in a bar located in Bombo military barracks on March 9, 2013.[3]

“We are working with our British partners to set up a psychosocial centre for our soldiers.[4] It will be used to deal with soldiers who may show signs of mental problems,” Katumba said.[2]

He was speaking to journalists after delivering sacks of sugar and rice to the fasting Muslims for Ifutar (a meal Muslims have at the end a Ramadan fast at sunset) at Masijid Mosque in Bombo in Luwero district yesterday. [5]Bombo hosts the UPDF’s land forces headquarters.[1]

The army chief urged the Muslims to pray for peace during the current fasting period, [12]but assured them that characters trying to engage in negative schemes to destabilize Uganda will be handled with iron fist.[5]

Hajati Faridah Nambi, the founder of the Union of Muslim Women and organizations in Uganda,[5] commended the UPDF for what she called a charitable gesture.[10]
“We thank you (Katumba) for your humility and the UPDF for this charitable gesture. [8]We will continue to work with you,” she added.[5]

Sheik Ibrahim Hamis,[4] the head of Twale at Masijid Mosque, thanked UPDF for giving food items to Muslims, adding that he hoped the gesture will cement the existing cordial relationship between the army and civilians in Bombo.[13]

[dropcap]A[/dropcap] section of women in Bugongo parish and Nawangaiza parish in Nawandala Sub County, Iganga District have decried the near-impossible terms set for them to access GROW funds. They have now petitioned their woman member of parliament for Iganga Hon. Kauma Sauda Alibaawo to ask the government for revised terms and conditions. This is to enable them to benefit from the program. The disgruntled women accuse the implementers of the program of charging the money. They are also asking for their land titles and land agreements. They said that such properties are governed by their husbands. These, therefore want the government through their woman MP to intervene and revise the requirements for one to benefit. The women were on Wednesday at Namabwere primary school in Nawandala Sub County. They had gathered in their respective groups to receive over 300 chickens from Hon Alibaawo in her campaign to improve the livelihood of women in Iganga district. Each group was given 50 chicken as start-up capital in their journey to prosperity. Read what some leaders said; Ms Naigambi Lydia from Nawandala Trading Centre says, “They solicited money from us through opening bank accounts and depositing Shs80,000. They also asked for land titles and land agreements from us yet we don’t have such things. I was informed that I needed to have a business with a capital of Shs4m yet my capital was very small.” The chairperson Kisoboka Saving Group in Nawandala Ms. Nakagolo Faith said they were not able to join the program. This is given the many conditions attached. She also asked their woman MP to raise their concerns to the relevant offices. The MP condemned the mode of implementation of the program. She cited that it has turned to benefit the well-off class of women other than the intended group. She further asked the government to intervene saying the current strings attached to the programme are very tight to accommodate a common woman. GROW project is a Government of Uganda initiative that arose out of the need to respond to the needs of women entrepreneurs. This is especially those who want to grow their businesses, sustain their self-employment and create more jobs.
