Not the actual terrorists who beat up and kill people, but those who use the platforms to threaten, insult and undermine others.
Gashumba made the remarks in regards to the social media bill that Kampala Central MP, Hon Muhammad Nsereko presented recently. According to Gashumba, they ned this passed into law to check such people who use the platforms wrongly.
Gashumba added that in other countries, people use social media for development but in Uganda, it’s the opposite. He further said that to use social media in Uganda, one has to be having thick skin.
“I support the bill Nsereko is presenting. Social Media has terrorists that need to be checked. In other countries, people have used social media to develop themselves, but in Uganda, there is a culture of people demeaning others and using obscene language.
To use Uganda’s social media, you have to have thick skin. Social media has caused a lot of internal pain to many of us,” Frank Gashumba said.
Meanwhile, Muhammad Nsereko said that the bill he’s presenting seeks to address false identity on social media.
The legislator wondered why one would need to have a false identity while using social media. It’s these that tarnish other people’s names by using such identities.
He also said that people are free to use social media the way they want. However, they must be accountable and factual for whatever they release.
