We Can’t Use Rules To Change This Regime – Dr. Kizza Besigye

Dr. Kizza Besigye has said rules, framework among others can no longer be used to change this regime. According to him, another kind of approach needs to be used and that is what he has been communicating since 2011.

“The first thing we must agree on is the strategy for change. Can we change the regime using its rules, framework, narrative and institutions? Can we? My answer has been categorical since 2011, we can’t. We need a different framework of struggle. When the state is captured by those who have guns, they capture state institutions and then surround and capture the non-state institutions by denying them resources, terrorizing them, and threatening them with death,” Besigye added.

Apparently, since the coming of Museveni, People in Soroti have been languishing in poverty. Therefore, they have no reason to support the current government.

“When Museveni became president, the people of Soroti were one of the richest communities of Uganda, today nobody has a cow. That is why they are always opposed to this government.”

Dr. kiiza Besigye also commented about the recent move made by Mao and apparently he was not surprised.

“I once said that parties like DP will be captured and that was before Mao declared that he was captured. Even the other parties will be captured because they are surrounded and playing in a game that is determined by their captor.”
