According to Ian Rumanyika the corporate affairs manager at URA, the main airtime distributors of airtime have agreed to the new changes in tax policy.

Recently airtime vendors have been charging an extra 10 percent over and above the face value of airtime. This has shocked Ugandans and yesterday the telecom companies responded by asking their customers to buy airtime using mobile money.
However, this increase is as a result of a tax policy by the Uganda Revenue Authority where VAT will now be paid on the entire value of an airtime card by the telecoms where previously it was only partial.

However, it appears the smaller vendors are not on board and have resorted to charging more than the face value of the airtime.
