The MP said that all the money spent by the government is approved by Parliament. Therefore, he doesn’t understand why some MPs claim not to have knowledge of government expenditure.
This statement follows the controversial service awards that four parliamentary commissioners awarded to themselves. This award has become a hot topic in Parliament and the public. These MPs led by Hon Mathias Mpuuga are facing a censure motion that is presented by Lwemiyaga County MP, Hon Theodore Ssekikubo.
A couple of MPs such as Hon Ibrahim Ssemujju Nganda have said that this money was approved by the legislators. It was here that Bwanika said that the money was approved.
“There is no money spent by the Ugandan government that hasn’t been approved by Parliament. I am surprised when MPs claim publicly that the government is spending money they didn’t approve.”
However, others especially from NUP contend that they never approved this money. Therefore, they want these MPs stripped of their honors on the Parliamentary Affairs Committee.
The Mawogola County MP, Hon Gorreth Namugga said that she doesn’t remember this service award being debated.
She pointed out that they recently discussed that for the Attorney General. And everyone is well aware of that.
“We have never passed the service award for Commissioners of Parliament. Recently, we discussed the service award for the Auditor General, and everyone saw that.”
Besides, she said that most budgets in the country are passed in a rush manner. Therefore they never get enough time to debate them thoroughly.
