Apparently, UBOS, officials requested and received money for field work, while the country was under lockdown. This only means they didn’t use the money for it’s original purpose.
Apparently, a whistle-blower informed the IGG on this misappropriation which triggered the investigations.
“The Inspectorate of Government also received another complaint from a whistleblower alleging that in the F/Y 2021/2022, staff of the finance department at UBOS illicitly amassed wealth by taking advantage of the Covid-19 lock down,” she said.
While speaking to the media, Kamya said Police arrested 45 people for the same matter. Apparently out of the funds they gave them, 10 billion, they misappropriated around 8 billion.
“The IG investigated the above allegations and established that during the financial year 2020/2021, the Ministry of Agriculture, Animal Industry and Fisheries transferred funds totalling Shs 10,214,168,464 to Fisheries Training Institute and Bukalasa Agriculture College (BAC) at different times. Out of the Shs 10,214,168,464 disbursed to the two institutions, Shs 8,722,130,799 was misappropriated as it was spent on non-existent activities at the schools.”
UBOS in particular apparently mishandled 1 billion out of the 33.1 billion in their possession. Kamya said while accounting for the 1 billion, UBOS said they spent it on field work.
However, at that time, there was no movement due to lockdown. According to her, these people just mishandled the money.
