City Lawyer David Balondemu Remanded In New Shs2b Fraud

Kampala-based lawyer, Dr David Balondemu has been arraigned in court on fresh charges. This is for allegedly defrauding more than two billion shillings (shs2bn) from a United States-based firm, KG Unlimited LLC.

Balondemu, who is also the Chairperson of Kampala District Land Board (KDLB) on Monday appeared before the Buganda Road Chief Magistrates Court. He was jointly charged with Bloom Advocates Limited accountant Joseph Ibona.

Court heard that the accused between November 2022 and April 2023 at Bloom Advocates located at Kingdom Building in Kampala, with intent to defraud obtained $553,000 (more than Shs2 billion) from KG Unlimited LLC.

They falsely pretended that they were going to award it a contract to supply agricultural Drone Sprayers and fertilizers. This is from Uganda’s Ministry of agriculture, animal industries and Fisheries whereas not.

It is further alleged that the four accused and others on the run conspired to commit a felony. This was by obtaining the said money falsely from the American firm. Balondemu, and his co-accused however, denied the charges. They were remanded to Luzira Prison amidst lengthy submissions from their lawyers. These are seeking to have them bailed, pending the hearing of their case.

“There are many documents involved in this application. The national identification cards, the employment cards, local council letters. Affidavits opposing the application and medical forms of Balondemu,” Presiding magistrate, Ms Winnie Nankya held on Monday afternoon.

“So, I need time to look through these documents before I make a decision on the application. I am remanding you until Wednesday when you (Balondemu) are supposed to have an operation,” she added before remanding the duo to Luzira until Wednesday, November 22.

This is the second time David Balondemu, who is currently on bail pending trial, is appearing in court on similar accusations. On October 20, Balondemu was remanded to Luzira Prison over defrauding a Korean investor of more than Shs2billion in a gold scam.

In this case, Balondemu is jointly facing the charge with 34-year-old James Jeff Mugisha and 38-year-old Godfrey Maviri, both self-employed.

[dropcap]P[/dropcap]resident Yoweri Museveni is reportedly disturbed by the high number of cases of land grabbing involving officials from the State House and the Office of the President. This was revealed on Friday by Ms Phiona Barungi, the State House Special Assistant on General Duties while meeting land-grabbing victims in Luwero district. Barungi said the president had been lately overwhelmed by complaints about State House officials tormenting scores of people, especially in central Uganda. “There’s just too many complaints about State House employees,” she said. “We have become a big problem, even the president himself, who gave us these jobs is concerned… He does not know what to do.” “He sent us to serve the people but we are now serving our stomachs. It has gotten to a point where almost every state house official is involved in a land wrangle somewhere.” In a meeting held in Zirobwe village in Bukyimu sub-county in Bamunakika, Barungi said her office was being bombarded daily by helpless people. Some of these are facing death threats from powerful people. “Yesterday I had just landed from Turkey, I even was feeling sick. I found a man at the airport waiting for me,” Barungi told the meeting. “He told me that a man connected to Gen Muhoozi Kairerugaba was hunting him to kill him and take his land. When I asked around, it turned out that this man has no connection to Gen Muhoozi. He is just a serial land grabber.” In the meeting, the residents singled out a number of people who have been harassing them. These also went ahead destroying their crop gardens, and metting out all manner of violence to force them out of their land. The Minister of Lands Hon Sam Mayanja during the meeting ordered an immediate arrest of two of these land grabbers. They include Mary Babirye and Rasmus Kagaba.
