Civil society organizations (Csos) under their umbrella Cost have blasted government agencies and ministries for non-disclosure of information of huge development projects implementation hence resulted into corruption tendencies. And loss of tax payers money.
CoST Uganda is a multi-stakeholder initiative that promotes transparency by disclosing data from public infrastructure investment, helping to inform and empower citizens, enabling them to hold decision-makers to account.
Cost chairperson Nathan Byanyima while launching the 3rd assurance report said non closure of information data by major agencies has created mistrust in citizens and project execution programme areas.
He however urged government agencies to engage and involve the public in monitoring and evaluation of these projects to have direct impact in society.
According to the report, most of the government ministries and agencies faulted on information disclosure and data provision to the public namely Uganda national roads authority, ministry of education, ministry of energy, ministry of water and environment yet they handled projects worth US$74million.
Pamella Achieng Cost project Manager recommended that such agencies to follow public procurement and disposal of assets guideline to effect transparency in infrastructure sector.
“Procurement entities are encouraged to engage citizens to contribute towards the periodic monitoring ad evaluation of projects,”
