The Department of Justice’s report on the Minneapolis Police Department’s practices and patterns of excessive force was released in April 2021, following the murder of George Floyd by former Minneapolis police officer Derek Chauvin.
The report highlighted numerous examples of the department’s use of excessive force, including against people of color, and identified systemic deficiencies in the department’s policies, training, and accountability mechanisms.
The report found that the Minneapolis Police Department (MPD) engaged in a pattern or practice of unconstitutional conduct, including the excessive use of force, racially discriminatory practices, and inadequate accountability measures.
The report also found that the department’s culture, policies, and training contributed to the use of excessive force and racial profiling.
Meanwhile the report release came amid ongoing protests and calls for police reform in the wake of George Floyd’s murder.
The report’s findings reinforced the need for systemic change and highlighted the urgent need for police reform to address the systemic racism and bias that continues to plague law enforcement agencies across the United States.

The nine member jury in Manhattan federal court awarded about $5m in compensatory and punitive damages to Carroll.
