Hon Persis Namuganza’s Censure Was Long Overdue – Hon Barnabas Tinkasimire

Buyaga County West in Kagadi District MP, Hon Barnabas Tinkasimire, has said that Hon Persis Namuganza’s censure was long overdue.

According to Tinkasimire, Namuganza should have been censured in the 10th Parliament but she just got lucky. He added that their role yesterday was not to defend Namuganza but to obey the Committee report.

“What was done to Namuganza should have been done a long time ago. Ask us who were with her in the 10th Parliament. She just survived.

Our role yesterday was not to defend Namuganza, the Committee Report was adopted on the Floor of the House. And when it is adopted, as MPs, what we are supposed to do is comply,” said Hon Tinkasimire while appearing on the NBS Morning Breeze.

It should be recalled that yesterday Parliament voted in favor of censoring Namuganza who is the junior lands Minister. She is accused of undermining Parliament and contempt of the house.

348 MPs voted t in favor of the motion, 5 against it and 3 abstained from the vote. Namuganza who was stipulated by the constitution to be available to defend herself was absent.

Hon Barnabas Tinkasimire added that her indiscipline was further indicated even in these investigations.

“The persuasion to support the censure of Namuganza is that the Select Committee found a prima facie case. She has the option that was given to her on the Floor of Parliament by the Leader of Government Business, but she refuses. She is invited at the presentation of the motion to give her side, she refuses to appear. Then she is invited to the Committee and doesn’t appear for all proceedings. When the report is presented, she is asked to appear and defend herself, she snubs.”

Namuganza’s fate now lies in the hands of President Museveni. It is he who has to ditch or keep her on the ministerial job. But Tinkasimire doesn’t think Museveni will change a lot.

The MP said that the Museveni he knows is a brilliant man who wouldn’t want to oppose 348 MPs.

Tinkasimire also said that Museveni should have dismissed Namuganza the day she refused to apologize after the PM’s appeals.

She meanwhile has been having battles with the Speaker of Parliament, Hon Anita Among. These even spread outside their line of work to their private lifestyles.
