“We cannot blame the president for each and everything when he us as leaders responsibility. How I wish leaders could be sacked for non-performance.”
However, some members of the public say, still Museveni is to blame. Apparently, Museveni has withdrawn all powers from leaders including Ministers.
“Pliz @OgwangOgwang, your boss Mr @KagutaMuseveni stands to be blamed because he has usurped all powers from every government institution(ministries ) rendering all minister/ leaders irrelevant. And has become the state himself where even the smallest tasks are now conducted by him.”
Hon. Ogwang further said, there are so many great plans on paper in this country. Unfortunately, all of them sadly remain there. He commented about a road in Wakiso District.
Apparently, he expects this road to be under construction but all there is is grass. He also advised his fellow leaders to always go and check on the progress of their work.
“I wish all of us who head different sectors in government could go and check on what the money which government appropriated to your respective sectors is doing. That would be a plus.”
“We have been having paper accountability for a long time, we should now begin to equate and relate what is on paper to what is on the ground. And I want to confirm to you that, that is where we have a challenge,” Peter Ogwang added.
