Nabakooba also pledged to push for, and support the amendment of the land law.
The meeting, held Thursday 22nd and Friday 23rd July 2021 at Hotel Mestil in Kampala also attended by the State Minister for Lands, Mr Sam Mayanja. State for Urban Development Mr Obigia Kania also attracted the outgoing Head of Public Service, Dr. John Mitala.
Also in attendance was the Chairperson of the Uganda Land Commission and also the Executive Director of the National Housing and Construction Company Limited.
Both bodies fall under the Ministry of Lands, Housing and Urban Development.
Message to the ministry staff
To the Ministry staff, Ms Judith Nabakooba called for teamwork. She emphasized the need to keep all the Ministers informed about progress of implementation, while at the same time avoiding cliques.
The Ministry highlighted all the achievements across the board from the Lands, Housing and Urban Development sectors and also the donor-funded projects. These include the challenges where they appealed for Government support, in order to enhance service delivery.
Mr Mayanja, incoming Minister of State for Lands called upon the Ministry staff to be patriotic and endeavor to follow the NRM philosophy of not withholding information.
Mr Obigia, incoming State for Urban Development asked staff to be transparent in whatever they do. He also tasked them to ensure they communicate effectively whatever the Ministry does, including fighting corruption.
The achievements highlighted by the Ministry include the establishment and operationalization of 22 Ministry Zonal Offices countrywide; Computerizing land services; Building capacities of over 200 Ministry staff; The establishment of the Ministry Call centre with a Toll-Free hotline on 0800100004 handling all land-related complaints and questions among others.
In moving forward, the Ministers also agreed on a number of actions which include:
1) Equip staff at the Call Centre to perform their tasks.
2) Design media campaign strategy for the sector and include the use of Government air time.
3) Prepare a paper on how to actualize increased revenue generation as a basis for lobbying for more funds.
4) Prioritize the demarcation and survey of district borders.
5) Prepare a paper on how budget cuts will affect the ministry activities for discussion with MFPED.
6) Develop a strategy to address the issue of unregulated land brokers,
7) Review Ministry Clients charter.
8) Prepare a status report on the cancellation of titles in gazette areas.
9) Finalize the Cabinet paper on the Land Commission inquiry into land matters for submission and follow up to return the Microfilms that were taken for investigation.
10) Orient MZO staff of teamwork, patriotism and their roles to strengthen the rewards and sanctions system.
Others also included;
11) Review the grievance handling framework to address Clients complaints.
12) Organize a meeting on sustainable urban development programme.
13) Fast track the development of the Real Estate Bill.
14) Compile, publicize and verify the list of absentee Landlords.
15) Undertake an audit of all land belonging to nobody.
16) Develop standards and guidelines on the management of the Land Fund,
17) Fast track the amendment of the Land Act to among others to cater for legislation on the qualification of members of the District Land Board.
18) Prepare a paper on measures to increase enforcement of compliance to Physical Planning.
