MPs Disagree On 1Million Fund Towards Jacob Oulanyah Trust Fund

A section of MPs have disagreed on the 1 million shillings contributions towards Jacob Oulanyah Trust fund. This money was agreed upon two months ago as MPs were paying tribute to the fallen speaker.

This money was intended to help educate the children that were depending on Oulanyah. Apparently, he had about 100 beneficiaries.

Chief justice Alfonse Owiny-Dollo championed the fund saying it’s possible to take care of these children. An Education Trust Fund was opened to ensure this happens and that the dreams of Oulanyah’s children and their pursuit of education will continue as if Oulanyah was still alive.

It was after this a resolution was then passed for every MP and ex-official member to contribute Shs 1 million towards the fund.

The deductions were effected last month from the salary of each legislator. However, a week ago, a section of MPs were furious about the deductions.

Some of the most-quoted were Bugabula South MP Maurice Kibalya and Nakawa East MP Ronald Balimwezo saying that there should not be collective responsibility in contributing to the fund.

Speaker Among was disgusted by the behavior of these MPs saying those who do not want to contribute should register so that their money is refunded.

“It was an agreed position but you find members talking like they have removed Shs 10 billion from them. I want to tell you members, Oulanyah used to be like you and you will be like Oulanyah. The rules that we have created in this house should remain.”

“Why would you complain about the Shs 1 million. Those who are not happy with the Shs 1 million, kindly register your names. Register your name and bring it to my office and I will pay you cash. I will raise it in the house that these are the people who have refunded their money,” she added.

I was informed that I needed to have a business with a capital of Shs4m yet my capital was very small.” The chairperson Kisoboka Saving Group in Nawandala Ms. Nakagolo Faith said they were not able to join the program. This is given the many conditions attached. She also asked their woman MP to raise their concerns to the relevant offices. The MP condemned the mode of implementation of the program. She cited that it has turned to benefit the well-off class of women other than the intended group. She further asked the government to intervene saying the current strings attached to the programme are very tight to accommodate a common woman. GROW project is a Government of Uganda initiative that arose out of the need to respond to the needs of women entrepreneurs. This is especially those who want to grow their businesses, sustain their self-employment and create more jobs.
