MPs Rally Against Committee Obstruction of Private Members’ Bills

A group of concerned Members of Parliament have expressed  their frustration with committees impeding the progress of private members’ bills, citing prolonged delays that hinder legislative advancement and representation.

However some MPs  raised concerns that the majority of private members’ bills are facing obstacles, stifling legislative progress and limiting the ability to address crucial issues affecting their constituents.

” We have bills that have been pending for years, yet committees  aren’t giving them the attention they deserve,”said Silas Aogon of Kumi Municipality.

Silas Aogon of Kumi Municipality voices the need for committees to prioritize pending bills that have been neglected for years, highlighting the importance of giving these legislative proposals the attention they deserve to serve the people effectively.

Meanwhile Mityana South MP Richard Lumu emphasized the significance of private members’ bills in promoting grassroots representation but noted that the committee stage has become a significant bottleneck, hindering the progress of crucial legislation.

Push for transparency and efficiency

“Private members bill allows individual Mps to introduce legislation on behalf of their constituents , promoting grassroots representation.However the committee stage is proving to be a significant bottleneck,” Mityana South MP Richard Lumu said.

MP Muwadda Nkunyingi of Kyadondo East called for a reform of the committee system to address intentional delays and dismissals of bills, stressing the necessity of ensuring MPs’ voices are not silenced in the legislative process.

“It’s like they are intentionally delaying or dismissing our bills,” MP Muwadda said.

MPs advocate for increased transparency, accountability, and efficiency within the committee process to enable effective representation of constituents and facilitate meaningful legislative change, underscoring the importance of responsive and inclusive governance.

As the debate unfolds, the fate of numerous private members’ bills hangs in the balance, raising the pivotal question of whether committees will heed MPs’ concerns and streamline their processes or perpetuate the silencing of the people’s voices in the legislative arena.
