President Museveni was arguing that RDC’s are using their positions for political capital instead of extending services to the people and waking them up from poverty.
“These RDCs, most of them are busy looking for political office instead of serving the people. A good RDC is one that mobilizes people to create household income instead of wasting time-fighting fellow leaders and members of the opposition,” Museveni argued.
However, Prime Minister, Robinah Nabbanja didn’t quite agree with the President. She says she is the evidence that RDCs are doing a great job in their different areas.
“Your excellency, the position has been helpful to groom cadres for this party. For Instance, I was an RDC, Mr Frank Tumwebaze (Minister for Agriculture) was an RDC. These RDCs can never go against the party and the government,” Nabbanja argued.
Museveni immediately fired her with a question asking what she did as RDC in Busia District.
“What help? You were an RDC in Busia and that district is still one of the poorest, what did you do there?”
“Your excellency, I managed to neutralize Aggrey Awori, he would later join the NRM,” Nabbanja responded.
Museveni rebuked her for doing too much talking and less listening and probably the reason as to why she didn’t understand him.
However, the source of this information said this was only a constructive debate and far from an argument as some may want to think.
