NSSF Saga: Byarugaba Clashes With Amongi Over Money Lending Claims

On Friday, the Prliament’s select Committee wound up its second week of the NSSF probe. During this, Mr. Mwine Mpaka, the head of the committee asked Mr. Richard Byarugaba, the former Managing Director of NSSF and its staff if they wanted to make any personal statements.

Mr. Byarugaba raised his hand and talked about an additional allegation against him. He said the Minister of Gender, Labour and Social Development, Ms Betty Amongi lodged the allegation against him.

“This is an awkward situation, unfortunately, Mr. Chairman. I have not been able to talk [about this matter] because I don’t have any right to talk. So the only person who has given me an opportunity to talk is yourself. Therefore, I would like to put this on record that I have just seen a tweet forwarded to me by a colleague,” Mr Byarugaba said.

He went ahead and revealed a program or an interview where Ms Amongi revealed why she did not reappoint Mr. Byarugaba. She apparently backed her decision by evidence of financial impropriety in the running of the fund.

“Me. Amongi says that the savers’ money was being taken [and] given to money lenders in town to make profits,” he added.

Mr. Byarugaba who is currently under investigation for mismanagement of the fund said he is unaware of this accusation.

He further revealed that he feels this new allegation is just to tarnish his name in the public eye. Mr. Mpaka said the committee had taken note of the concern.

On the very same day, Ms. Amongi had her turn to interact with the committee to clarify on the NSSF saga. This became her second time to appear before the committee as her first happened two weeks ago at the start of the probe.

The claim fronted by Mr. Byaruhanga is among the many things the Committee asked Ms. Amongi. She said she would view her interview to form part of her response she would later hand over to the committee.

She did not respond to the question directly and didn’t make any further comments on the matter.

The committee advised her to have written responses ready and handed over as soon as possible.

I was informed that I needed to have a business with a capital of Shs4m yet my capital was very small.” The chairperson Kisoboka Saving Group in Nawandala Ms. Nakagolo Faith said they were not able to join the program. This is given the many conditions attached. She also asked their woman MP to raise their concerns to the relevant offices. The MP condemned the mode of implementation of the program. She cited that it has turned to benefit the well-off class of women other than the intended group. She further asked the government to intervene saying the current strings attached to the programme are very tight to accommodate a common woman. GROW project is a Government of Uganda initiative that arose out of the need to respond to the needs of women entrepreneurs. This is especially those who want to grow their businesses, sustain their self-employment and create more jobs.
