According to Obore, NUP has to convince NRM to help them in the removal of the Nyendo Mukungwe MP.
It should be noted that NUP’s acting deputy president, Dr Lina Zedriga yesterday passed an official communication that was recalling Mpuuga from the Commissioner of Parliament role. As a result, they indicated that Mityana Municipality MP, Hon Francis Zaake will assume the opposition.
However, Chris Obore says that according to the stipulations of Parliament, NUP doesn’t have the capacity to do this. Removal of a Commissioner is governed by the mandatory provisions of Rule 110 of the Rules of Procedure of Parliament according to Obore.
Besides, it can only be achieved through a motion for a resolution for the removal of a Commissioner. This is initiated by a notice in writing to the Clerk and signed by not less than one-third of all voting members of Parliament.
By close of business yesterday, the clerk was yet to receive such a notice. Additionally, he said “The voting members of Parliament are 529. Therefore, one-third of all voting Members of Parliament is 143. And half of all voting members of Parliament would require 265 members to vote in favour of the removal. Therefore, Removing Hon. Mpuuga as a Commissioner is a non-starter. It is VOID ABNITIO.”
Rumor has it that Mpuuga is planning to defect from NUP. He might take more than half of the party’s MPs.
