Ramadhan Ggoobi, the Permanent Secretary in the Ministry of Finance and Economic Development has said their major goal as government is to increase household incomes.
He says they want to improve the quality of life of Ugandans. He noted that they are working with all sectors under a program approach to achieve this objective.
Ramadhan Ggoobi revealed that as government, they are no longer working as sectors but as programs. He, therefore, advised his colleagues not to view anything as their own but as roles they ought to play.
“We are no longer working as sectors, we are working as programs and I appeal to my colleagues in government to shed that mentality of ‘this is my money’, ‘this is my budget,’ and this is my mandate.’ Instead of mandates, let’s look at them as roles,” he advised.
He also said they are going to implement a tax regime that will mainly focus on enforcing compliance.
“We don’t want to bring new taxes to fall on the same person who has paid the old tax. That will be double taxation. So, we are going to implement a tax regime that will mainly focus on enforcing compliance. Tax revenue has narrow space for expansion because of Covid-19,” he said.
