Procurement Professionals Demand Passing Of Supply Management Bill 2017

Local Procurement professionals are demanding for speedy enactment of the long-awaited supply chain management bill 2017 into laws.

Under their umbrella union institute of procurement professionals of Uganda, they argued that passing of bill will empower them roll out their supervisory role to in the industry,

“we urgently need cabinet to pass the long-awaited supply chain management bill now at cabinet level so that we fully mandated to regulate the industry. Currently we are not empowered to don our role fully by law,”David Kalitani Said in an interview.

He was briefing the media ahead of the annual procurement professional’s dinner gala slated for 16th November in Kampala under the theme: Evolution of procurement from transactional to transformational procurement

Kalitani said although procurement was evolving, professionals must gear to the transformational changes to embrace technology advancement in providing value for money service.

“although procurement is strategic function of government in the sense that close to 65% to 70% of national budget expenditure goes to procurement of goods and services, players must embrace long-term planning in procurement process to ensure that citizens get value for money,” Kalitani emphasized.

Commenting about procurement going digital in a bid to improve transparency and efficiency, Kalitani said the institute will embark on massive continuous professional development programme for its members to ensure that the deliver quality service.

“we intend to roll out continuous professional development training in next year programme to empower professionals amidst electronical procurement developments. This will keep them in check with our professional code of ethics to get rid of corrupt elements in the industry, “he explained.

The institute of procurement professionals of Uganda (IPPU) is a professional body that was established to bring together both the public and private sector procurement professionals in Uganda.

The idea to form IPPU was because of the growing concern to have in place an institutional self-regulating framework, which could ensure that procurement professionals and practitioners in Uganda conducted themselves professionally and maintained best procurement practices in carrying out their work.

IPPU was incorporated as a company limited by guarantee on the 4th April 2008, together with the election of an interim council in May 2008. the interim council was to be the governing body of the institute.

The organization’s main objective is to prescribe, regulate the practice and conduct of members of the procurement profession and to promote procurement professional standards in Uganda.

IPPU vision is to be the leading Professional Body in Procurement and Supply Chain Management in Uganda while its mission is to promote professionalism in Procurement and Supply Chain Management through research, training and development of the members and other stakeholders.
