According to the MP, he wants the Leader of the Opposition to be chosen by an election. This is between MPs of the Opposition and not simply being handpicked as is the case.
The MP said that his first alternative is that after a national election, if the first runner-up manages to secure half the votes of the winning candidate, they should automatically come to parliament as the Leader of the Opposition.
He went ahead to say that some MPs are uncomfortable with the LOP in the setup he/she is always appointed. This is because that leader always lacks these MP’s mandate.
The Hon Richard Lumu also said that his bill was misunderstood by many. They think that he’s targeting the current LOP, Hon Joel Sssenyonyi which is not the case.

“In the current opposition setup, some people are uncomfortable because the Leader of the Opposition lacks their mandate. When my motion was introduced, everyone misunderstood it and applied it to the current Leader of the Opposition, which was not my intention. With only a year left, I am focusing on the future of the country.”
The DP MP further said that this isn’t the first time such a bill, an amendment of the administration of the Parliament Act, has been brought to parliament.
The previous one was simply defeated by Hon Medard Sseggona. Apparently, the MP is set to meet with the NUP hierarchy on September 13th to discuss this bill.
