He says it is on the rise of late on social media and no one seems to care to regulate it.
“UCC needs to up its game in terms of fighting hate speech. We are talking about hate speech now but tomorrow we shall be talking about obscenity on social media. We need to manage this excitement.”
He says there is need to examine where the hate speech is coming from but also sensitize people about it. According to him, most times when these people are arrested for hate speech, they are very apologetic.
He also blamed the excitement of technology that just prompts people to say whatever they want without considering the feelings of other people.
Kimosho says much as there is freedom of speech, people should know how it works according to the constitution.
“Article 29 of the Uganda Constitution guarantees the freedom of speech and expression, but Article 43 puts limitations on the enjoyment of this freedom.”
“Everyone has freedoms of free speech and expression. Under normal circumstances, no one should claim they have given you the freedom to speak. The challenge is people tend to abuse this freedom under the cover of “I have my freedom,” Kimosho added.
