This was the 24th annual report from the UHRC. It was on the state of human rights and freedoms in the country in the year 2021. Among the complaints, the rights agency filed, a total of 354 violations are against police. The UPDF had 135.
“There was a 13% increase in the number of complaints registered against police. This is from 308 in 2020 to 354 in 2021. The highest number of complaints against police was registered at Hoima regional office at 83 cases, Soroti regional office with 81 cases. The highest number of complaints against the UPDF was registered at the Moroto regional office with 39 complaints followed by the central regional office with 33 complaints,” the report indicated.
Additionally, in third place according to the report, are private individuals. Uganda Prisons Service, Uganda Wildlife Authority, and local governments respectively.
Mariam Wangadya, the UHRC chairperson said the police cases were at that rate because of probably the 2021 general elections.
“Whenever there is an election period, the number of crimes also goes up in relation to the election. Also, Covid is to blame for the increase in the number of cases registered,” Wangadya told journalists.
However, Maj Gen Henry Matsiko, the Chief Political Commissar of the UPDF said the security forces are working together with the UHRC to reduce these cases.
