The MPs said President Museveni failed to return the Bill within the 30-day-period.
Legislators on the Legal and Parliamentary Affairs Committee sent away the Attorney General, Mr. Kiryowa Kiwanuka without giving a second look at the bill.
Hon. Ibrahim Ssemujju Nganda, says they can’t waste time with a matter already determined by the constitution.
“The person who raised the matter said actually that period had elapsed and therefore the Bill had to be processed to become an Act. I thought we need to sort out those matters so if it is true the President sent the Bill late, we don’t have to waste our time dealing with a matter already determined by the Constitution,” Mr Ssemujju said.
However, Ms Robinah Rwakojo, the chairperson of the committee objected to the submission of Hon. Ssemujju. She says they could sort out the constitutional challenges around the Bill.
In response though, Ssemujju says reviewing this Bill will just waste Parliament’s time and taxpayers’ money.
“If it is indeed true that the President sent the Bill late, we don’t have to waste our time because they quoted provisions of the constitution. First of all, you aren’t an ordinary Chairperson, we are lucky you are a lawyer.”
The President wrote a letter to Parliament asking them to review the sexual Bill they had sent to him. According to him, the constitution already caters for most of the issues raised.
However, they insist on passing it as a law, he suggested the reviewing of the bill.
