Furthermore, Ssemujju points out that Kadaga’s ministry is one of the four ministries that have failed to meet the Constitutional guideline of laying to Parliament their ministerial policy statements and budget estimates for the financial year 2022/2023. She has not physically attended a parliamentary sitting in a long time.
Apart from the minister of East African Affairs, other ministries yet to submit their policy statements are: Foreign Affairs, Trade, Industry and Cooperatives, Ministry of Tourism and the Auditor General’s Office. The failure of these ministries to meet the deadline compelled Deputy Speaker Anita Among to direct their heads to explain in writing why they have failed to respect the Constitutional obligation.
This matter has also caused serious debate in Parliament. Unfortunately, they have put on hold Parliamentary sittings. This is because, the Deputy Speaker is out of this country to go and check on her boss, Speaker Oulanyah. Oulanyah is currently in the Us receiving treatment.
