However he is considered a pragmatist and will be tasked with reviving the country’s struggling economy having received almost every vote from more than 2900 delegates at the National People’s Congress.
However despite the fact that no media reporters were allowed in the room while ballots were cast during a meeting of China’s rubber stamp parliament, Mr Li received a total of 2,936 votes with three delegates voting against his appointment and eight abstaining.
He was later took an oath swearing to be loyal to China’s constitution and work hard to build a prosperous strong, democratic, civilized modern socialist country.
Mr Li was President Xi’s chief of staff in the early 2000’s when Mr Xi was Party Chief of Zhejiang province. Mr Li was made the party secretary of Shanghai in 2017.
However his appointment comes after Mr Xi Jinping secures a historic third term as president on Friday.
Since Mao, leaders in China had been limited to only two terms in office and when Mr Xi had this restriction changed in 2018 ,it transformed him into a figure with a reach not seen since chairman Mao.
