Compassion International: Countless stories have been told of young girls(children) who have been molested, defiled or even raped by adult men who were primarily supposed to be responsible for their safety. Usually, these men like to work in environments where there are children. Sometimes they even put them in positions that directly require them to engage with these children.
One of such men has been outed in Soroti City East as Etapu David, a 38-year-old former employee of Opuyo Child Development Center(CDC) -UG360, a Compassion International project.
Like every other known sexual offender out there, this man approached this village children’s center and offered himself up for service as a volunteer. Opuyo CDC, under Compassion International, a highly reputable non-governmental organization probably saw it as an advantage to add to their workforce a man they would not pay. Unknown to them, this man was not out to help, he was out to help himself with people’s children. And Opuyo Child Development Center, a Compassion International project provided him with the perfect ground to exercise his abnormal sexual behavior.
With the acceptance of this man into this rural children’s center, CDC authorities failed to see through his intentions. They went ahead to offer him a full-time job a few months later.
To note, however, Compassion International has got some child protection policies that every one of their employees and contract staff signs. I would also like to believe that this organization does background checks on new employees. Especially to ascertain the reputation of employees they are bringing on board and exposing people’s children to. However, it seems in this case, they totally failed to look. Perhaps they outrightly ignored the fact that this man (Etapu) was an already known Sexual predator in this village, with a long list of victims to his name.
The then Soroti Diocesan Secretariat (the general overseers of Compassion International projects in Soroti District), after realizing the kind of monster they had just hired decided to transfer him to another child’s center within the same district (Kamuda Child Development Center).
While at his new place, this man found it hard to keep his abnormal sexual appetite for children in check. He soon went on a spree to groom more little girls and turning them into his sex objects.
Having been exposed to children at Opuyo Child Development Center, Etapu had established himself as the children’s favorite Uncle, “Uncle D”. And with this limitless access to children, he earned their trust. With time, groomed them into what would later become his sex objects.
A few years down the road and Etapu is back. He is “feasting” on the same little children-then between 5 to 10 years and now in their mid-10s. His latest victim is a 16-year-old girl. This editorial is keeping her identity concealed for the purpose of privacy.
Apparently, the victim first had contact with Etapu at the age of 9. This girl is not the only victim of this man’s unquenchable and abnormal thirst for sex with minors. He has registered quite a list of young girls.
According to reports and witness accounts, Etapu is a sophisticated pedophile with networks that aid his activities. He defiles these minors and when they get pregnant, a quack doctor is at his disposal somewhere in Soroti. This doctor carries out abortions on these young girls to protect the reputations of this monstrous man. He then goes silent for a while, like nothing ever happened. Etapu likes areas where there are children, church choirs, game centres, and any other places where children can be found.
This time, however, Police nabbed him together with his handler. They are detaining him at Opuyo Police Station in Soroti City East.
