Museveni directed that these stalls should be repossessed by the Kampala Capital City Authority. Babu however says, the implementation and management of government policy is weak.
“Management and implementation of government policy is very weak in government institutions. So, I will say they don’t have what it takes to implement the presidential directive.”
Babu says the most devastating thing is that these stalls are already owned by businessmen who have made it in the business world.
“You would be surprised that some people who own those stalls and little shops in the market are not vendors. It is the business people who own them and rent them to the vendors.”
Meanwhile, Babu said the history of markets is known and they were all under the city council and money was collected by the market master.
This means the market vendors were already organized under the Market Vendors Association. According to him, changing ownership now would just be disorganizing the system already.
Vendors have been having trouble since way back due to ownership of stalls. It now looks like it’s still going on until they find a solid solution.
