Katikkiro Charles Peter Mayiga Shares His Views On How The LOP Should Be Chosen

The Katikkiro of Buganda Charles Peter Mayiga has added his voice to the raging debate of how the Leader of the Opposition in Parliament should be chosen.

It should be noted that the DP’s Mityana County South MP, Hon Richard Lumu was recently given time off by the Speaker to go and draft his Administrative Bill.

Among the things he proposed is that the Opposition should be able to choose their own Leader of Opposition. According to him, it’s unfair that he/she’s just chosen by a president of a political party.

This is without consulting other MPs who might not even belong to that particular party.

However, this proposal has already been met with immense criticism from NUP which has had two LOPs so far in this parliament. This is Hon Mathias Mpuuga who fell out with Bobi Wine, and the current LOP, Hon Joel Ssenyonyi.

According to Katikkiro, he in 2013 proposed that the LOP should be the presidential candidate. This should be the runner-up in the general elections. This is because this is the voice of the voiceless who voted for an alternate candidate.

“When I visited Parliament in 2013 during the Ettoffaali drive and met then Leader of Opposition (LOP), Nathan Nandala Mafabi, I suggested that the runner-up in the presidential elections should automatically become LOP and Member of Parliament. Someone who gets the second highest number of votes should be the voice of those who didn’t elect the winning candidate, without going through someone else, with whom they may not have a smooth working relationship as we have seen many times. Now my MP knows my stand, if an amendment to the law is tabled in Parliament.”

Meanwhile, Hon Ssemujju Nganda castigated Bobi Wine for not consulting wth other political parties while appointing both Mpuuga and Ssenyonyi. This was the opposite of Hon Mugisha Muntu while appointing Winnie Kiiza in 2018.

I was informed that I needed to have a business with a capital of Shs4m yet my capital was very small.” The chairperson Kisoboka Saving Group in Nawandala Ms. Nakagolo Faith said they were not able to join the program. This is given the many conditions attached. She also asked their woman MP to raise their concerns to the relevant offices. The MP condemned the mode of implementation of the program. She cited that it has turned to benefit the well-off class of women other than the intended group. She further asked the government to intervene saying the current strings attached to the programme are very tight to accommodate a common woman. GROW project is a Government of Uganda initiative that arose out of the need to respond to the needs of women entrepreneurs. This is especially those who want to grow their businesses, sustain their self-employment and create more jobs.
