The Lord Mayor of Kampala, Ssalongo Erias Lukwago has opened up the garbage crisis that recently hit Kampala and its metropolitan areas. Ever since the Kiteezi landfill collapsed displacing many people and killing tens of others, garbage has become a problem in Uganda’s capital.
The garbage is now dumped almost everywhere including roads, markets and other public areas. It’s even predicted that this crisis will result in diseases from poor hygiene. Efforts to get a permanent disposal are still a problem for KCCA. The proposed site which was in Mityana was unsuccessful after the residents there opposed it.
Lukwago has now said that there is no policy to get a permanent garbage disposal. The only solution they have is short term and it’s also based on gambling. Lukwago also refused to discuss how much money is needed to set up a state-of-the-art garbage disposal site saying that it’s out of his mandate.
“Short term there is no policy; it’s a gamble, and we are going to continue gambling. About a state-of-the-art garbage disposal, that is outside my mandate and docket to do the assessment,” he said.
Additionally, Lukwago refused to take the blame for the Kitezi landfill tragedy. He said that Kampala has had several leaders who had overseen this tragedy brewing. Therefore, he doesn’t understand why he should take the bullet.
“Ask yourself, with all these layers of leaders, why Lukwago should be the one to take the bullet. Decommissioning of Kiteezi has been on the budget as one of the unfunded priorities since 2016.”
Furthermore, he said that right from when this government came into power, sanitation generally has never been institutionalized, it has no budget laying.
