The Lord Mayor, Erias Lukwago, has said over 7 trillion is needed to implement the Kampala master plan 2021-2026. Apparently, Lukwago says he has a mega plan to make Kampala shine.
For this to happen, though, he admitted that all the directors of Kampala must come and work together. In the past, Lukwago had been complaining about the executive directors Museveni appoints for Kampala.
According to him, Museveni appoint them to frustrate his work in Kampala. This time round though, seems like he is ready to work with them. He wants to start with the drainage system of Kampala.
According to the budget, this will take about $ 210 million. The drainage system in Kampala is so problematic that city roads are always flooded. This is evident during the rainy season. Roads flood to the point that cars have no where to pass.
Lukwago has asked the government to avail this money so that work can start moving. Simon Peter Kinobe, a city lawyer said section 9 of the KCCA Act allows the lord mayor to strategise for the city.
However, he must do this in coordination with the executive director. So to implement the master plan, Lukwago will have to create a good working relationship with the executive director of KCCA.
Currently, there has not been any noted drama between Lukwago and the current executive director. This was not the case with Jennifer Musisi.
The two never saw eye to eye at any point. Actually, the day she resigned, no one celebrated more than Lukwago. He however says he hopes for the best during this term.
