Matia Kasaija, the Finance Minister has said he is no longer clearing supplementary budgets for ministries that are just a stone in a shoe.
According to him, ministries should be able to make proper Budgets rather than wait to make supplementary budget. He said this while at the budget conference at Kololo grounds
“Many times you find that they have already passed the budget and the following day, someone comes with a supplementary budget. I don’t understand some of these things. Why don’t you budget properly. But wait and come with a supplementary budget that you are going for the Dubai expo. They should sort out these weaknesses,” Kasaija said.
Matia Kasaija says these budgets cause distortion in planning. He has cautioned that in the future he will not give a go ahead to those budgets.
“For someone to ask for a supplementary budget on something he was obvious about defeats me. If I am still the finance minister and you bring a supplementary budget for something you knew about and want clearance, you may not get my support. Supplementary budgets should come due to unavoidable and unforeseeable circumstances. You need to plan well for your activities.”
Meanwhile, Kasaija says that even next year, they will make the budget looking into Covid effects on the economy.
“Therefore, our budget strategy is crafted within an environment of COVID19-induced shocks which requires innovations and different ways of achieving results.”
