This is being spearheaded by the woman MP of Tororo district, Hon Sarah Achieng Opendi.
According to Nambooze, she once proposed such a bill because she also wanted a law regulating alcohol in the country. This was at a time Hon Opendi was the Health minister.
But when government learnt of her move, they hijacked it saying they were also in the process of drafting such a bill. Eventually, they took over it in order to add some thoughts.
However, they stalled and reintroduced it towards the election period. It was then that they told her to take over it and present it to Parliament.
Apparently, she refused because the timing wasn’t proper as she wanted to be re-elected. And such a law would jeopardize her image.
“I also want a law regulating alcohol consumption. I had presented one. However, the government took over it at a time when Madam Sarah Opendi was the minister of health. They gave it back to me when we were seeking re-election. I just refused to take it on,” she said.
It should be recalled that Ugandans are serial alcohol drinkers. Some global statistics place the country among the top positions of the biggest alcohol consumers on the globe.
